Das ist eine interessante Frage. Meiner Meinung nach wurden alle "beglaubigten" OpenSource Lizensierungen (also auch die Artistic Licence) so entworfen, dass die Quellen offen bleiben.
Für die Artistic Licence stünden Klausel 4c)
Demnach würde es ausreichen, die Algortihmen ungefähr zu schreiben, ohne explizit den Sourcecode mitzuliefern. So würde ich das Interpretieren.
Alternativ gäbe es natürlich auch 4 d) "d) make other distribution arrangements with the Copyright Holder."
